Georgia’s transportation network shapes the state’s economic vitality, quality of life and long-term competitiveness. For decades, State Route 400 has served as the backbone of North Fulton and Forsyth County, supporting job centers, thriving corporate campuses and fast-growing communities that depend on this corridor every day. As population and employment continue to climb, Georgia Department of Transportation (Georgia DOT) and its partners are ensuring SR 400 can meet the demands of the future.

The SR 400 Express Lanes project represents one of the most transformative mobility investments in Georgia’s history. More than a construction project, this signals a major shift in how the state designs, finances and delivers large scale infrastructure. Through a landmark public-private partnership (P3), Georgia DOT is working closely with the State Road and Tollway Authority (SRTA) and SR 400 Peach Partners to deliver a project that brings together innovation, private‑sector expertise, long-term financial stewardship and new mobility options for future generations.

Earlier this year, the U.S. Department of Transportation approved a major low-interest loan through its Build America Bureau — the largest of its kind ever awarded to Georgia. This financing lowers long-term project costs, reduces risk and provides the financial certainty needed for a project of this scale. It is a national endorsement of the strength of Georgia’s P3 model and the importance of SR 400 to the region’s economic engine.

Governor Brian P. Kemp captured this significance when he said, “Breaking ground on the SR 400 Express Lanes project — the largest public-private partnership of its kind in the country — marks a historic milestone for Georgia and showcases the power of innovations that deliver results.” His words reflect the broader statewide commitment to investing in the infrastructure that keeps Georgia the No. 1 state for business.

USDOT Deputy Secretary Steven Bradbury echoed this sentiment at the recent project groundbreaking ceremony saying, “We are encouraging every state to give serious consideration to the most innovative financing structures to address those congestion problems. This SR 400 project is the perfect example of the solutions (USDOT) Secretary Duffy has in mind for other states to pursue. This is now the benchmark.”

This investment is urgently needed. Growth along the SR 400 corridor continues at a remarkable pace:

  • The Technology Corridor along SR 400 is the fastest growing tech area in Georgia and boasts the highest concentration of tech talent in the state with over 121,000 IT jobs in North Fulton.
  • Historically, the counties that the project travels through have housed over 20% of the region’s population according to Atlanta Regional Commission (ARC) model, and their share of the region’s population is expected to grow by 2050.
  • Forsyth County is one of the fastest-growing counties in the country and is forecasted to have the state’s highest population growth over the next 20 years.

To keep pace with this growth, mobility solutions must stay ahead of demand. The SR 400 Express Lanes are designed precisely for that challenge. By offering reliable, predictable travel times even during peak congestion, they ensure commuters, employers and freight operators have dependable access to jobs, customers and economic opportunities. Reliability is a competitive advantage that supports Georgia’s expanding economy.

At the heart of the project is an innovative P3 structure that brings distinct strengths from each partner. GDOT leads overall project delivery and long-range mobility planning for the corridor. SRTA, as the state’s tolling and operations authority, ensures seamless integration with Georgia’s existing managed lanes network and future transit strategies. SR 400 Peach Partners, the private consortium responsible for design, construction, financing and long-term operations, brings global expertise and an incentive to deliver high quality infrastructure with customer service in mind.

Commissioner Russell R. McMurry emphasized this collaborative strength, noting that the P3 approach “demonstrates the value of working together with private partners and private capital to deliver landmark projects. Providing travelers with options to bypass congestion along this vital corridor has been a statewide priority and part of our state’s long-term managed lane system plan.”

A critical benefit of the express lanes is the foundation they create for expanded transit options. The project includes dedicated space for future express lane transit (ELT) service — an investment designed to move people more efficiently and connect residents to key employment centers, education, retail districts and community destinations throughout North Fulton and beyond. By integrating transit into the design from the beginning, the express lanes prepare SR 400 not just for more vehicles, but for more mobility choices.

Ultimately, the SR 400 Express Lanes reflect an understanding that the region’s prosperity depends on infrastructure that grows with it. SR 400 is already a vital artery for regional commerce, and its importance will only increase as new businesses, residents and developments continue to cluster along the corridor. Ensuring its reliability and capacity is essential to sustaining the economic momentum North Fulton and Forsyth County have built.
